Miami Condo Catastrophe

The Champlain condominium that collapsed in Miami (Surfside) was diagnosed as potentially catastrophic a few years ago. It would have cost between $80,000 and $200,000 per unit to stabilize the 40-year old building. There was, understandably, reluctance by the Board and the owners to pay that bill. Do you have any thoughts on that?
